What does it do?
Simply, it edits all of the Pokémon's stats in one place. Made to make my life easier, and hopefully it will help you guys as well. Contains a Readme file that elaborates on some of the less readily apparent values in the editor.

Oh and related to this, you could make it so the tool "approves" different Menu Sprites that aren't from the list. I'm personally using new ones for Chikorita's and Cyndaquil's evos and another new one for Mew (27, 28, 29 probably).
